A tangle function for RSP documents

A tangle function for RSP documents. This function is for RSP what Stangle is for Sweave documents.

rspTangle(file, ..., envir=new.env(), pattern="(|[.][^.]*)[.]rsp$")

`file`	The file to be tangled.
`...`	Not used.
`envir`	The `environment` where the RSP document is parsed.
`pattern`	A filename pattern used to identify the name.

Returns the absolute pathname of the generated R source code file.
